§ Mr. MASTERMANAs I stated in reply to the hon. Member for Colchester on the 21st April, before a scheme for the disposal of the contributions referred to can properly be framed, it is necessary to possess further information than is yet available as to the average payments for exempt persons, and as to the proportion who cease to be exempt by becoming insured persons or ceasing to be employed or otherwise.
