asked the Chancellor of the Exchequer whether he is aware that proposals were made in 1885 by the right hon. Member for West Birmingham to tax all sporting, uncultivated, and unoccupied lands as a means at once of raising revenue and restoring prosperity to agriculture; and whether he will consider these proposals in connection with raising of revenue and land reform?

The answer to the first part of the question is in the affirmative. With regard to the latter part of the question, many proposals made in 1885 by the right hon. Gentleman the Member for West Birmingham for the settlement of the land question are well worth consideration at the present moment.
