asked the President of the Board of Trade (1) whether the Regulations of the Board of Trade with regard to the display of lights by vessels anchored at night in the Firth of Clyde and lochs are at present suspended in all cases, or in any cases; whether he is aware that the Regulations are systematically ignored by small yachts anchoring there by night; whether he is aware that on one Saturday evening in September last, a Gareloch passenger steamer was held up on three occasions by small yachts lying moored without lights, and disaster escaped by only a few feet; whether, in view of the increase of the passenger traffic in the Firth during the Glasgow Fair holidays next week, he will take immediate steps to enforce the Regulations; and (2) whether the Board has decided not to enforce its Regulations as to the display of lights by vessels anchored at night in the Firth of Clyde and lochs, pending the hearing of the appeal against the judgment of the Glasgow sheriff in the case of the collision between the steamer "Marchioness," of Breadalbane, and the yacht "Marguerite"; and, if so, what is the question of law or of fact on which it awaits a decision?
