asked the Secretary to the Treasury what the authority is for the general employment of assistant clerks in the Civil Service; and what Order or Orders in Council define their duties and conditions of service?

Mr. MASTERMAN

Clause 46 of the Order in Council of 10th January, 1910, is "A clerk of the class known as Assistant Clerks' or Abstractors may, with the consent of the Commissioners, be transferred from one Department to a similar situation in another without a further certificate of qualification." Clause 44 of the same Order relates to employments below the second division. The duties and conditions of service of assistant clerks are regulated thereunder. There is no Order in Council expressly defining their duties and conditions of service, but they are, of course, within Part II. of the same Order.
