asked whether the British Consul at Iquitos has yet made a tour in the district of the River Napo, according to the instructions contained in dispatch No. 44, of February last; and, if not, whether His Majesty's Government will urge that such tour be taken without delay?

The answer to the first part of the question is in the negative. I would refer the hon. Member to the answers given to questions from the right hon. Member for North Worcestershire and to the hon. Member for Rotherhithe, on the 19th November and 18th December last respectively for the reasons for the postponement of this tour.

Is the right hon. Gentleman aware that this gentleman is now acting as Consul and is responsible? Is not the River Napo under his control?
