asked the President of the Board of Trade whether he is aware of the recent protest of seamen at the port of Manchester against the introduction of Chinese labour into British ships; whether the crew of one of the steamers refused to sail with Chinese seamen who could speak no English; and whether he will ascertain if requirements were complied with, and state whether the Chinese were preferred for reasons of cheapness?
