§ 22. Sir J. LONSDALEasked if, in considering the terms of reference to the Committee of Inquiry, the right hon. Gentleman has taken in account the fact that teachers affected by the grievance known as paper promotion are not only denied the increase of salary pending vacancies but the satisfactory service given during the period of waiting for a vacancy in the standard numbers does not count in awarding the next increment, and this has the same effect upon their future financial prospects as if an inspector were unjustly to lower their reports; and if, in these circumstances, he will give these 504 teachers an opportunity of proving their case before the Committee of Inquiry.
§ Mr. BIRRELLAs I have already stated in reply to a previous question asked by the hon. Baronet on the same subject, paper promotion is a Treasury question, and cannot, therefore, be directly included in the terms of reference to the Committee.
