asked the Secretary of State for the Colonies whether he has received any representation from the opium dealers in Hong Kong regarding the failure of the Chinese Government to carry out their arrangements with the British Government in respect of the opium traffic between their respective countries; and, if so, what action has been or will be taken in the matter?

The Governor of Hong Kong has reported to me representations made to him by opium importers. The whole matter is in the hands of my right hon. Friend the Secretary of State for Foreign Affairs.
