§ Mr. W. BENNA settlement mutually satisfactory to the First Commissioner and the Edinburgh town council has been arrived at, and now forms the subject of reference to the Treasury. Pending decision by the Treasury, the First Commissioner regrets that he is unable to make any further statement.
