asked whether a per son qualified to dispense medicines solely by virtue of having acted as a dispenser to a duly qualified medical practitioner, or a public institution, for three years immediately prior to the passing of the Act is entitled to dispense medicines containing poisons to insured persons?

Mr. MASTERMAN

No, Sir; persons who are not themselves registered pharmacists have been held under the Pharmacy Acts to be precluded from dispensing such medicines, and the position of such of them as are referred to by the hon. Member is not affected by the National Insurance Act.
