asked the President of the Board of Trade if he has made any arrangements with the county borough of West Ham education committee for office accommodation at the Labour Exchange in North-West Ham in connection with the Education (Choice of Employment) Act, 1910; if he is aware that there is no suitable accommodation at the Labour Exchange in the Victoria Dock Road, in South-West Ham; if he is prepared to find suitable and adequate accommodation in the southern division of the borough for the work in connection with juvenile unemployment; and if he can state when the buildings for the Labour Exchange in the Barking Road will be commenced?

A scheme under the Education (Choice of Employment) Act, 1910, submitted by the West Ham education authority, has been approved, and arrangements have ben made for officers from this education authority to attend at the Canning Town Labour Exchange. The existing premises for this Exchange are held on a purely temporary basis, and every effort is being made to find more suitable accommodation. I am not at present in a position to state when the erection of the permanent Labour Exchange for that district will be begun.

Is the hon. Gentleman aware in reference to the last part of the question that the matter was commenced three years ago, and no start has yet been made in the erection of a building. Cannot a Treasury Grant be obtained so that the work can be proceeded with?
