This Act shall apply only to duties of Customs and Excise and to Income Tax.

I beg to move, "That the Clause be read a second time."

This proposal is really in the nature of a drafting Amendment. When the Resolutions were under discussion the Chancellor of the Exchequer told me that he would limit the Bill to duties of Customs and Excise and Income Tax. He has carried that out, but he has put the provision, as I think, in the wrong place, or in not so favourable a place as it ought to be. I understand that the Attorney-General will accept the Clause.
