§ Mr. McKENNAWhere an offence under Section 1 of the Motor Car Act, 1903, is committed in view of a constable, it is his duty to intervene and stop the car, if practicable, or failing that to take the number, if he can. In most cases, however, a constable, being on the footway, would not be able to stop a car which passes at a furious pace.
