asked the Secretary for Scotland whether a separate Licensing Appeal Court will be set up for Grangemouth and Kilsyth, since the increase in population has entitled Stirling to a separate Court; and, if not, can he account for the delay?

The answer to the first part of the question is in the affirmative. An Order dealing with the matter will be issued in due course. I understand there is no urgency as there is no business for the Appeal Court arising out of the recent Licensing Courts.
