asked why the new Mines Regulation Act, limiting colliery winding enginemen to eight hours per day, has not been enforced in all collieries in Lanarkshire?

Mr. McKENNA

The provision does not come into force until a date to be prescribed, and is to be subject to exceptions which are to be laid down by general Regulations under the Act. The Regulations have been issued in draft, but, objections having been taken to them, the matter will have to be referred to a Referee. As soon as the regulations are settled, a date will be fixed for the provision in the Act to come into force.

Is the Order general, or does it only apply to Lanarkshire?

Mr. McKENNA

That would depend upon the date prescribed, but the Regulations apply to the whole of Scotland.
