asked on what principle he makes a charge, over and above the actual face value of the stamps when he sells postage stamps in the roll in view of the fact that no such extra-charge is made for insurance stamps When sold in the roll?

There is a distinction to be drawn between stamps bought for postal purposes, which is in the nature of a commercial transaction, and stamps bought for insurance purposes in fulfilment of a statutory obligation.
