§ Mr. MASTERMANI think the Insurance Act was the reason for appointing the Commission, but the Noble Lord is quite accurate in saying that the reference was rather larger than with regard to the Insurance Act. I understand that the inquiry referred to is finished, and that the Report is now being drafted, and will shortly be presented.
