72. Mr. FELL

asked the President of the Local Government Board if he has received any reports or complaints that the provisions of the Old Age Pensions Act are not working satisfactorily in respect of pensioners in the workhouses and infirmaries, and that grave irregularities are allowed in certain instances; and if he proposes to issue any new Regulations in the matter?

Mr. BURNS

I have seen a report with regard to the admission of old age pensioners into Poor Law institutions, extracts from which have appeared in the Press, and I have received from certain Boards of Guardians representations in favour of the appropriation by Guardians of pensions of old age pensioners while in these institutions. The matter is not governed by Regulations of my Department, but by Act of Parliament, and legislation amending the Old Age Pensions Act would be necessary to give effect to what is desired.
