§ Mr. CHURCHILLNo, Sir. The Regulations, which provide for the proper maintenance of His Majesty's ships in a seaworthy condition, are quite sufficient for the purpose, provided they are strictly observed. Where breach of Regulations is proved against individuals, disciplinary action will be taken.
