§ 47 Mr. NEWMANasked (1) whether, under the scheme of general devolution, of which the Government of Ireland Bill is the first instalment, England, Wales, and Scotland will have separate Post Offices; (2) whether the general measure of devolution for the United Kingdom will be introduced before or after his proposals for the reform of the House of Lords; and (3) when it is proposed to introduce the proposals towards that larger measure of devolution of which the Government of Ireland Bill is the first instalment; and whether he proposes that they shall be passed into law before the next General Election or whether the electors will have an opportunity of pronouncing judgment upon the proposals for the extended scheme of devolution?
