asked the Secretary of State for the Colonies what provision there is in Clauses 5 or 6 of the Order in Council of 10th January, 1912, relating to the Home Civil Service, to prevent the transfer from the Colonial Civil Service of a Civil servant who has passed the same competitive examination as the Home Civil servant to fill the vacancy in the Colonial Office caused by the transfer of a Home Civil servant to the Colonial Civil Service?

The whole spirit of Clause 5 of the Order in Council is against such transfers. I must repeat that the appointment which has given rise to the hon. Member's question is not an appointment in the cadet service of Ceylon.

Can the right hon. Gentleman give me any specific Clause in the Order in Council?
