asked the Secretary of State if his attention has been called to the inconvenience and danger to the public caused by the practice of roller-skating in the streets; has he power to issue regulations to the police forbidding the practice; and, if so, will he exercise it?

Mr. McKENNA

Complaints of inconvenience and danger caused by the practice are received from time to time, but I have no power to issue regulations to the police forbidding it. In so far as the practice is carried on to the danger of persons using the footway, it may be prohibited by by-law if the local authorities —borough councils and county councils— so desire.
