asked the President of the Local Government Board whether, for the last ten years, all dogs arriving in this country have been compulsorily detained for three to six months in quarantine, and are during that period in no way under the control or in the possession of their owners; whether he is aware that the London County Council have suddenly made a demand on the owners that dog licences should be taken out immediately on landing, and not as heretofore on leaving quarantine, and are exacting penalties from persons who are in complete ignorance that such a liability attached to them; and whether he will take steps to get such penalties in these circumstances remitted?

I have been requested by my right hon. Friend to answer this question. The answer to the first part is in the affirmative. The rest of the question relates to a matter which is not within my jurisdiction, and I have no information respecting it.
