asked whether the Prime Minister will consider the possibility of removing the congestion of business in this House by so amending Standing Order 19 as not only to rule out of order tedious reiteration of argument, but also to lay it down that when serious arguments against the Second Heading of a Bill have not been answered by those responsible for the Bill no further progress with that Bill shall be made in this House?
