Mr. CASSEL

asked the Prime Minister, whether the terms of reference to the Commission to inquire into the Civil Service, recently announced, have yet been settled; and whether the Commission will consider the question of the civil rights of Civil servants?

The PRIME MINISTER (Mr. Asquith)

It will rest with the Commission to decide whether the matter referred to in the last part of the question falls within the scope of the terms of reference, which were published in the Press on Thursday, 14th March.

Major ARCHER-SHEE

asked whether the Government will include in the terms of reference to the Royal Commission inquiring into appointments to the Civil Service a specific instruction to ascertain in what manner a larger number of appointments to the Civil Service may be given to men who have served in the Army and Navy?

The PRIME MINISTER

The terms of reference have now been published, and accordingly the question of their scope now rests with the Commissioners.
