§ Sir E. GREYThe answer to the first part of the question is in the affirmative. The English group who are contributing to the advances have been informed that they will be entitled to look to His Majesty's Government for support in the event of any difficulties arising as to repayment, but His Majesty's Government have no pecuniary liability.
