asked the Secretary to the Treasury whether he is now in a position to state the date on which it is proposed that the National Insurance Act shall come into force; whether such date will relate to the whole of the United Kingdom; and, if not, whether the working of the measure will be suspended in those districts which have shown themselves to be not yet ready for its provisions?

Mr. MASTERMAN

I know of no reason why the health insurance part of the National Insurance Act should not come into operation on the date given in Section 115 of the Act, namely, 15th July, 1912. It is not intended that the date should vary in different parts of the United Kingdom. The Board of Trade as at present advised propose to bring the unemployed insurance part of the Act into force on the 15th July next for the United Kingdom as a whole.
