78. Mr. CLYNES

asked the Secretary to the Treasury, with reference to the Insurance Commissioners' Form O.S. 5, whether he can state the reasons why the health insurance officers named in the close of the form will not ordinarily be eligible for promotion to the inspectorate; and is he aware that such a limitation will prejudice the duties of these men?

Mr. MASTERMAN

The duties of health officers appointed by the Insurance Commission will be entirely distinct (as my hon. Friend will see from page 5 of Cd. 6231) from those of the inspectors and the two classes will not be a part of the same establishment. If particular individuals who are first appointed as health officers prove to possess the qualities required for the inspectorate they will be eligible to transfer as persons in the Civil Service generally are eligible for transfer from one Department to another. The sentence referred to was inserted to prevent any misunderstanding amongst those who are applying for positions as health officers which might lead them to think that such positions would normally lead to the inspectorate.
