asked the President of the Board of Education what are the conditions required to be fulfilled by secondary schools in England in order to-qualify for a Grant from the State; what is the number of free places granted in secondary schools to children from the primary schools in London and in the rest of England; and whether Grants are paid solely on the result of written examination?

The hon. Member will find the conditions of recognition for Grant set out in the Board's Regulations for Secondary Schools [C d. 4691 of 1909]. The number of free places in secondary schools reserved for pupils from public elementary schools on 31st January, 1911. in London was 8,800, and in the rest of England 38,093. The answer to the last part of the question is in the negative.
