Mr. ROBERTSONThe regulation referred to simply requires an association desiring to make an arrangement under Section 105 of the National Insurance Act to have a system which, in the opinion of the Board of Trade, is reasonably effective for the purpose of notifying to their unemployed members opportunities for employment. Each case will be considered on its merits, and no hard and fast conditions, such as those suggested in the question, have been laid down.
