asked the President of the Board of Trade whether it is necessary, in order to comply with Regulation 16 of the Statutory Rules and Orders dealing with Part H. of the National Insurance Act, that each trade union must open an office, provided with a telephone, in every town or city in which it may have a branch or branches, for the purpose of notifying to their unemployed members opportunities for employment?

The regulation referred to simply requires an association desiring to make an arrangement under Section 105 of the National Insurance Act to have a system which, in the opinion of the Board of Trade, is reasonably effective for the purpose of notifying to their unemployed members opportunities for employment. Each case will be considered on its merits, and no hard and fast conditions, such as those suggested in the question, have been laid down.
