asked the Secretary to the Treasury whether his attention has been called to the fact that Section 3 of 6 and 7 William IV., cap. 117, has been repealed by 1 and 2 Vic, cap. 36, Sections 1 and 2; whether, seeing that therefore the Commissioners of Kingstown Harbour have no statutory authority for exempting the London and North-Western Railway Company's steamers from payment of dues, he will instruct them to charge full dues in future; and, having regard to the answer given by his predecessor on the 5th December, 1911, that taking that course will not have the effect of causing the London and North-Western Railway Company to leave Kingstown Harbour, the result will be a reduction of the deficit on the working of Kingstown Harbour by reason of the increased revenue derived from the London and North-Western Railway Company's steamers?

The Commissioners are advised that the repeal referred to by the hon. Member does not operate to the extent of depriving masters of passenger vessels of the right of commuting dues. The second part of the question does not therefore arise.
