asked the Home Secretary whether his attention has been directed to the case of a Russian Jew, giving the name of Nat Samuel, who was charged with three offences of housebreaking at Hull before the stipendiary magistrate on 4th June; whether he is aware that it was stated in Court that this man had been three times previously convicted, twice in London and once in Manchester, and that on each of these occasions he had been ordered to be deported but had subsequently returned to this country; and whether he can secure a more effective administration of the Aliens Act by which such foreign aliens may be permanently excluded from the United Kingdom?

Yes, Sir, I am fully aware of all the circumstances of this case, and I am glad to say that the Court has convicted this alien as an incorrigible rogue for the repeated contraventions of the expulsion order, and has committed him with hard labour to Quarter Sessions for sentence. This is the right way to enforce the penalty of expulsion. It is quite impossible to secure that any given individual shall not at any time set foot on these shores. I would refer the hon. Member to the remarks on this subject contained in the last Report under the Aliens Act which has been presented to Parliament.
