3. Mr. KING

asked the Secretary of State for Foreign Affairs whether he is aware that the Island of Rhodes is included in the Turkish possessions in Asia, and that the integrity of the Ottoman possessions in Asia is guaranteed by this country under the Cyprus Convention of 1878; and whether, in view of the recent seizure of Rhodes by Italy, this country is prepared to carry out its treaty obligations?

The Island of Rhodes has been militarily occupied, not annexed, by Italy in the course of her hostile operations against Turkey. In relation to such operations a neutral Power has, in international law, no obligation or right but that of neutrality. The Cyprus Convention of 1878 refers only to the eventuality of the occupation of further Turkish territories in Asia by Russia. It does not, therefore, apply in the present case.

asked the Secretary of State for Foreign Affairs whether he can give any reassuring news with regard to the military movements on the Turco-Bulgarian and Turco-Greek frontiers?

I have no information of any kind as to military movements either on the Turco-Bulgarian or Turco-Greek frontiers.
