asked when it was intended to publish the Report of the negotiations of last year with regard to Morocco and West Africa, between the British and German Governments?

There is no single Report of the negotiations, which were not confined to Great Britain and Germany. A very full statement of the part that we had taken in this question was made to the House on 27th November last year, and for us to publish a Blue Book about the whole question would probably revive controversy that has now ceased on points many of which concern France or Germany more directly than ourselves. I do not, therefore, propose to publish papers unless things are published in France or Germany that make it desirable or necessary for us to make further statements.

Is it possible to lay any papers concerning the negotiations with reference to the rights of our traders in territories ceded by France to Germany?

I am not sure that there are any papers that can be laid. It is entirely a different matter. If difficulties do arise I will deal with the question, but at present I am not conscious of any difficulties.
