asked the Secretary of State for Foreign Affairs whether His Majesty's Government have received information of the signing of a Treaty or Agreement between Japan and Russia relating to Manchuria and Mongolia; and, if so, whether he can make any statement regarding its contents?

I have no information to give on this subject; the question is one that could only be answered by the two Governments concerned.

Is my hon. Friend not aware there have been many weighty statements in the foreign Press during the last few days and may we not hope the Foreign Office will have something to tell us about it?

Mr. ACLAND

I will communicate my hon. Friend's desire to the Secretary of State.

May I ask whether in this Agreement British interests in Tibet will be taken into consideration?

Mr. ACLAND

The Agreement is between Russia and Japan, and I do not think the question of British interests in Tibet will come in there.
