4. Mr. HERBERT

asked whether, in view of Great Britain's traditional friendship with Italy and of her good relations with and interests in the Ottoman Empire, and in view of the changed situation in Turkey, His Majesty's Government will consider the immediate advisability of offering its good offices to both belligerents in order that the war between Italy and Turkey may be terminated?

Mr. ACLAND

His Majesty's Government are, and have always been, ready to co-operate with other Powers in anything that is likely to facilitate a settlement between Italy and Turkey. Good offices are only useful when offered on an intimation that they will be acceptable to both parties.

Mr. HERBERT

May I ask the hon. Gentleman whether the abrogation of the Capitulations or part of the Capitulations would not serve as a basis for negotiations?

Mr. ACLAND

I must ask the hon. Gentleman to put that question on the Paper.
