HC Deb 17 July 1912 vol 41 c397
64. Mr. FELL

asked what is the rotation book which employers are invited to apply for under Form X., 43; and is it to be used in the cases of casual employment at uncertain dates and of uncertain persons?

Mr. MASTERMAN

The book referred to, of which I am sending a specimen copy to the hon. Member, is intended primarily for use in the case of domestic day labour, such as that of the ordinary regular charwoman or gardener. The arrangement is applicable to cases where the same worker is regularly employed by the same employers week after week, and this is made clear by a note on the outside cover of the book.

Mr. FELL

Then it does not touch the cases of those casually employed one day one week and not employed in the two or three succeeding weeks?

Mr. MASTERMAN

No. It is designed to meet the cases of those who are regularly casually employed.
