asked the President of the Board of Trade whether he is aware that, under an agreement of 11th August, 1911, between sailing barge owners and men, a schedule of rates of pay was prepared by the Board of Trade, and that since that date several owners have refused to pay the rates agreed upon; and if he will state what steps he proposes to take to secure the carrying out of this arrangement?

A list of rates for sailing barges on the Thames, Medway, etc., was compiled by the Chief Industrial Commissioner, in consultation with representatives of the parties, but I have no power to compel an owner to pay rates in accordance with this list.
