§ Mr. HERBERT SAMUELThe mails were brought on to Tilbury in accordance with the erroneous instruction on the way bill, which indicated that they were intended for the all-sea route. I have caused representations to be made to the Colnoial post offices concerned with a view to fixing the responsibility for this irregularity.
