asked if the right hon. Gentleman will state why the mail, which was overcarried through an error in the waybill past Naples in the ss. "Osterley," was not landed at Toulon when the steamer arrived on 19th May, or at Plymouth when the steamer arrived on 24th May?

The mails were brought on to Tilbury in accordance with the erroneous instruction on the way bill, which indicated that they were intended for the all-sea route. I have caused representations to be made to the Colnoial post offices concerned with a view to fixing the responsibility for this irregularity.
