asked the President of the Local Government Board whether he has received a resolution passed by the guardians of the poor of the parish of St. Mary, Islington, urging upon the Government the necessity of establishing labour colonies where the habitual vagrant can be detained and compelled to work for his maintenance, and whether it is proposed to take any action in this direction or otherwise to deal with the problem?

My right hon. Friend has asked me to reply to this question. I have received resolutions from a number of boards of guardians to this effect, but I regret that I see no immediate prospect of being able to propose legislation on this very difficult question.
