asked the Secretary of State for the Home Department if in the administration of the Shop Hours Act, 1911, he would recognise that an employer was conforming with the conditions of the Act by allowing a full day once a fortnight to his shop employés instead of the half day required each week?

The local authority, and not the Home Office, is charged with the duty of enforcing the Act; but neither the local authority nor the Home Office has any power to modify or dispense from the requirement of the Act in the manner suggested in the question.
