Mr. JOHN WARD

asked the President of the Local Government Board whether any order of his Department prevents the attendance of members of boards of guardians at committee meetings, even though the member attending takes no part in the proceedings of the committee nor even wishes to do so.

Mr. BURNS

There is no order of the Local Government Board which prevents the attendance of members of boards of guardians at committee meetings; but boards of guardians are entitled to make regulations with respect to the management and transaction of their business.

Mr. J. WARD

asked the President of the Local Government Board whether his attention has been called to the prevalence in connection with boards of guardians of what are known as chairman's committees, usually composed of the chairman and officials, who decide what subjects shall come before the full board; and whether, in view of the effect of this practice on the public interest and proper administration, he proposes to take any action in the matter?
