asked the Secretary of State for the Colonies if he will state the present position of negotiations in regard to reciprocal preferential arrangements between Canada and the West Indies; what Legislatures in the West Indies have expressed approval of pre- ferential arrangements; and what steps His Majesty's Ministers are taking to carry out the recommendations, to this end, of the Royal Commission presided over by Lord Balfour of Burleigh?

Resolutions in favour of giving effect to the recommendations of the Royal Commission in regard to reciprocal preferential arrangements have been passed by the Legislatures of Trinidad, British Guiana, Barbados, St. Lucia, St. Vincent, Antigua, St. Kitts-Nevis, Dominica, and Montserrat. These Resolutions have been communicated to the Canadian Government, who have expressed their willingness to discuss the proposals further with representatives of the Colonies concerned. Arrangements have accordingly been made for representatives nominated by the respective West Indian Governments to visit Ottawa at the end of March.
