asked the Postmaster-General whether he will consider the feasibility of giving general instructions to telephone operators, in the case of calls made between midnight and six o'clock a.m., to ask for the name as well as the number required and to verify both before ringing up the subscriber?

I have carefully considered this suggestion, but I regret that its adoption would not be advantageous on the whole. It would necessarily cause considerable delay, and in many cases would lead to uncertainty whether calls should be effected. Besides, callers frequently do not know the names of the actual renters of the lines with which they wish to communicate.
