asked how many of the 4,650 bursaries awarded by the secondary education committees in Scotland in 1909 are still held by the bursars in 1912?

I am not in a position to give exact figures without calling for Returns from the individual committees. As a rule, however, neither intermediate nor secondary bursaries are tenable for more than three years, so that the whole of those awarded in 1909 would, in the natural course of things, expire at the close of the last school session. The reply to my hon. Friend's question, therefore, is that very few, if any, of the 4,650 bursaries awarded in 1909 are still held by the bursars.

How is it possible to tell us that 4,650 were awarded in 1909, and the right hon. Gentleman cannot tell us how many have been paid in 1912?

A bursary awarded in July of 1909 is for three years, and it is not paid in December, 1912.
