§ Mr. MASTERMANMost of the Regulations are now draft or provisional. When they become substantive I will consider the question of having them printed and published together and also of consolidating them. Copies of all the leaflets and of the Regulations which affect their business have been sent to all approved societies, in addition to explanatory circulars and memoranda; and these should afford a sufficient guide to them in their work under the Act.
