§ 48. Mr. HOGGEasked the Prime Minister whether, in view of the growing cost of armaments, he will at once take the initiative in inviting the great Powers to a conference for the purpose of considering a reduction in armaments?
§ The PRIME MINISTERThe question was brought up at the Conference of the Powers at The Hague in 1889 and 1907. To take an initiative in proposing a Conference without information that the proposal would be acceptable is more likely to hinder than to help the object in view.
§ The PRIME MINISTERWe have our mind constantly directed to this matter.
