asked if the numerous societies which it was anticipated would be started to work under the National Insurance Bill would be permitted to advertise and otherwise compete for business arising under the Bill?

Mr. LLOYD GEORGE

It is impossible, and indeed undesirable, to prevent competition, but so far as competition involves expense to approved societies it can be limited by the power given to the Insurance Commissioners to fix a maximum for costs of administration.

Mr. FELL

Will not these be ordinary commercial institutions conducting their business in a commercial way?

Mr. LLOYD GEORGE

No. They cannot make a profit out of anything in the Bill; therefore they are not commercial undertakings in the ordinary sense of the term.
