asked the Prime Minister whether, in view of the recent statement of the First Lord of the Admiralty that our naval preparations were necessarily based on those of other Powers, he will give instructions that the Navy Estimates for the coming year should not be drafted or presented to this House until the terms of the new German Navy Law were known?

In all circumstances, His Majesty's Government may be relied upon to take such stops as will ensure that the provision made for the needs of the Navy is adequate.
