MARQUESS of TULLIBARDINE

asked the Chancellor of the Exchequer whether, in the case of persons who are employed by more than one employer in a week, the Insurance Commissioners have power to vary the arrangements as to who is to be determined the first employer for the purposes of the Bill?

Mr. LLOYD GEORGE

The answer is in the affirmative.

Are not the Insurance Commissioners to be allowed to make particular rules in such cases?

Mr. LLOYD GEORGE

No.

MARQUESS of TULLIBARDINE

asked the Chancellor of the Exchequer how he proposes to deal with casual berry-pickers under the National Insurance Bill, in cases where some 2,000 of them, during a busy harvest, are paid cash on the piecework principle as they bring in the fruit, saving of time and absence of clerical work being in such cases absolutely indispensable?

Mr. LLOYD GEORGE

I do not think there will be any serious difficulty in applying the ordinary procedure under the Bill to the case put by the Noble Lord. The cards of employed persons provide a sufficient record of the payment of contributions. No clerical work is needed.

Is there to be no special charge to meet such cases?

Mr. LLOYD GEORGE

I do not think it will be necessary.

MARQUESS of TULLIBARDINE

Did not the right hon. Gentleman indicate that such charge would be made?

Mr. LLOYD GEORGE

I should like to have notice of that.

Does the right hon. Gentleman's answer apply equally to hop-pickers?
